Quick facts
  • Consulates don’t issue Polish visas or renew a residence card: that’s handled by Polish provincial offices;
  • Since September 2023, consulates and the embassy no longer issue or renew Belarusian passports: that must now be done in Belarus itself, or via a power of attorney executed there;
  • Poland currently has an embassy in Warsaw and two consulates: in Białystok and Biała Podlaska;
  • The consulate in Gdańsk was closed back in 2018 and is not operating.

We’ve already covered what Ukrainian consulates in Poland actually do. Here’s the same rundown for Belarusian diplomatic missions: what they can actually help with, and what you need to take to Polish authorities instead.

The Belarusian embassy is not a Polish government institution: you cannot renew a Polish visa or get a residence permit there.

What a consulate does NOT handle

  • Issuing or renewing Polish visas. Even for a visa to a third country (say, the US), you need that country’s consulate, not the Belarusian embassy.
  • Residence permits. Applications for a residence card, permanent residence, or an EU long-term resident permit are filed only with the provincial office (Urząd Wojewódzki) covering your address (in Warsaw: Mazowiecki Urząd Wojewódzki, Wydział Spraw Cudzoziemców).
  • Car registration. That’s handled by your local urząd dzielnicy/urząd gminy.
  • Work permits and employer notifications, which go through the local Labour Office (Powiatowy Urząd Pracy) and the provincial office.

What the Belarusian consulate does handle

  • Document matters: requesting certificates from Belarus, apostilles, document authentication, registering a birth or death, name changes.
  • Consular registration: under Belarusian law on entry/exit rules, citizens permanently residing abroad are expected to register with the consulate; this matters especially for participating in elections.
  • Citizenship matters: renouncing or losing Belarusian citizenship.
  • Emergency assistance: if there’s a threat to life or safety, you can contact the consulate or its emergency hotline.

Belarusian passports abroad: an important change since 2023

Correction to older guides: since September 2023, following Presidential Decree No. 278, Belarusian consulates and the embassy no longer issue new passports or renew/replace expired ones for citizens living abroad. These matters must now be handled in person in Belarus (at the internal affairs office covering your last registered address) or via a power of attorney executed there. A consulate can only accept an expired passport and issue a document allowing return to Belarus for those without a valid travel document.

This significantly limits what a consulate can practically do for Belarusians settled long-term in Poland: on passport matters specifically, it essentially can’t help anymore.

Where Belarusian consulates in Poland are located in 2026

Correction: older versions of this article listed a consulate in Gdańsk: it was closed back in 2018 and is not operating, even though some aggregator websites still list it as active.
